В статье рассмотрены факторы развития высокотехнологичного сектора экономики с целью достижения технологического суверенитета страны. Целью работы является анализ состояния устойчивости развития высокотехнологичного сектора экономики как основы технологической независимости. Методологию исследования составляют методы нелинейной динамики, структурный анализ, методы финансово-экономического анализа. В исследовании доказывается, что именно устойчивое развитие крупных высокотехнологичных организаций, производящих наукоёмкую продукцию, становится основой для достижения технологической независимости. Так, расширение деятельности по созданию инновационной продукции, в большей степени, происходит за счет внутреннего финансирования, однако, используя заемные средства при высокой процентной ставке, организации теряют экономическую устойчивость, что тормозит процесс импортозамещения. Этот аспект, выявленный в исследовании с применением фазовых портретов, описывающих режимы устойчивости функционирования компаний, приводит к необходимости изменения сложившихся условий развития высокотехнологичного сектора экономики в России. Еще одной проблемой высокотехнологичного сектора экономики является то, что доля высокотехнологичной продукции в общем объеме промышленного производства пока остается невысокой. Устранение ряда экономических дисбалансов будет способствовать процессу формирования технологической автономии. Выделены основные факторы и условия формирования технологического суверенитета страны в современных условиях импортозамещения высокотехнологичной продукции.
The paper considers the factors of development of the high-tech sector in order to achieve technological sovereignty of the country. The purpose of the work is to analyze the state of sustainability of the high-tech sector as the basis for technological independence. The research methodology consists of methods of nonlinear dynamics, structural analysis, methods of financial and economic analysis. Based on this methodology, which can be considered a general result, the study proves that it is the sustainable development of large high-tech organizations producing science-intensive products that becomes the basis for achieving technological independence. Thus, the expansion of activities to create innovative products, to a greater extent, occurs due to internal financing, however, using borrowed funds at a high interest rate, organizations lose economic stability, which slows down the process of import substitution. This aspect, identified in the study using phase portraits describing the sustainability of companies, leads to the need to change the current conditions for the development of the high-tech sector in Russia. Also, the share of high-tech products in the total volume of industrial production remains low. Elimination of a number of economic imbalances will contribute to the process of formation of technological autonomy. The main factors and conditions for the formation of the country’s technological sovereignty in the modern conditions of import substitution of high-tech products are identified.
