В современном мире значение науки оценивается государством и обществом исключительно высоко. Однако свойственные ей неопределенность и непредсказуемость не всегда позволяют судить о ее реальной результативности.

Целью исследования является теоретическое обоснование метода оценки эффективности научных организаций с позиции затрат времени на получение новых знаний.

В статье предлагается рассматривать научную организацию как систему из пяти функциональных уровней, каждый из которых обладает собственным циклом: лабораторный, сопроводительный, экономический, научный и административный. При этом сама организация является проекцией интересов государства на некоторые объекты, которым также свойственна цикличность. Недооцененным аспектом деятельности научной организации является способность управлять временем, которая в том числе потенциально позволяет опережать потребности государства. Кроме того, администрация управляет структурой персонала, с помощью которой можно в некоторой степени программировать будущие открытия.

Представлены индикаторы, позволяющие оценивать эффективность деятельности научной организации с позиций государственных потребностей.
