BUILDING A MARKET OF PATENTS FOR INVENTIONS FUNDED BY THE FEDERAL BUDGET: MOVING AWAY FROM PRESSURE FROM «ABOVE» TO INITIATIVES «FROM BELOW»

Abstract

The practice for implementing results of intellectual activity into industrial turnover, obtained in lieu of the state budget remains underdeveloped even after passing legislation, which legally safeguards the rights of the developers. The licensed trade of inventions launched in lieu of state resources is not fully developed. The article discusses the issues of involving results of intellectual activity, obtained from subsidised recipients by the development of industrial partner organisations. There are suggested the following solutions to resolve these issues.
