Economics of the education
This study proposes approaches aimed at methodological support for solving the problem of formalized evaluation of the effectiveness of regional higher education systems. The main feature of the work is the use of methods of comparison of «input» and «output» stream values characterizing the parameters of the functioning of the regional higher school. Using the approaches of regulation of the analyzed indicators and the subsequent development on this basis of indices of efficiency, are multi-component calculations that assess the level of generation output 1 unit output parameter, which identifies the financial-economic component of the regional high school. As a result of the implemented assessments, the regions of the Volga Federal district with moderate and strong positions in the sphere of generated effects characterizing their effectiveness in comparison with the invested financial resources are identified.
Competitive strategies
In order to determine the position of large Russian companies on the competitive landscape of the global automotive market, a comparative analysis of the largest Russian companies with foreign counterparts was conducted on a number of financial and economic indicators characterizing their innovative activity and efficiency. To compare the patent portfolios of Russian companies and similar global companies, the following indicators were used: the total number of patent applications filed by the company, the stability of patent activity, the number of technological areas in the strategic focus of the company (the breadth of the company’s R&D footprint), etc. It is concluded that Russian automakers ignore the new paradigm of global market leadership based on technological development: their R&D budgets are hundreds of times smaller than those of foreign companies-analogues, and portfolios of patents obtained in various national patent offices are thousands and tens of thousands of times smaller compared to market leaders.
Foreign experience
The article presents the results of a scientific study of the current state of the motivational component of academic workers in the Republic of Belarus. The trends of academic behavior of the faculty of Belarusian universities are determined. The factors affecting the academic motivation of teachers are identified. The analysis and evaluation of academic strategies for the development of universities in the socio-economic conditions of Belarus is presented, the characteristics of the factors and principles affecting the formation of personnel strategies are given.
Economics of intellectual property
It is proposed to consider as a subtype of social innovation a significant change in the interaction of the scientific team that has arisen as a result of a scientific or scientific-technical project, generating specific conditions for obtaining and (or) developing new knowledge and, possibly, the economic benefits of such a change. A hypothesis has been put forward that the use of patent data characterizing individual results of scientific and technical activity allows us to identify scientific or scientific and technical projects and their results, which have become drivers of the growth of social innovations or social effects of innovation, which consist in expanding the boundaries of the previous scientific school of performers or creating new scientific school, or in expanding the boundaries of research. The hypothesis was tested on a number of completed projects of the federal target program «Research and Development in Priority Directions for the Development of the Scientific and Technological Complex of Russia for 2014–2020».
