The transformation of the world order, the change in the geopolitical and geo-economic picture of the world, the new vectors of the socio-economic policy of the Russian Federation imply the actualization of research strategies in the field of socio-economic sciences and the achievement of the maximum level of their relevance to the challenges of the current stage. To achieve the sovereignization of the domestic sector of socio-economic research, it is important to formulate a new conceptual apparatus of the current socio-economic policy, as well as to develop instrumental and methodological support for the trend tracking process.
The analysis of professional and open trendwatching algorithms used in this study gives grounds to note that the only area in which the trend monitoring process relies on developed methodology and tools is the creative industries. To adapt these algorithms to the tasks of monitoring socio-economic policy, the development of the TrendWatching agency, which has patented the Purpose-Driven Innovation methodology, which is an analytical scheme that turns multidirectional trends into significant trends, is especially promising.

To assess the publication effectiveness of the Federal Scientific and Technical Program for the Development of Synchrotron and Neutron Research and Research Infrastructure for 2019–2027 (Program), its developers proposed the special search query in Web of Science Core Collection (WoS). The purpose of the study is to determine effective approaches to adaptation of the search query providing the most complete coverage of the Program topics publications and applicable to international and domestic databases. In publications from applications for participation in the Program, we identified keywords to validate the search query. We used keyword search in WoS, Scopus, core of Russian Index of Science Citation, identification of publications by using WoS and Scopus APIs, graph building in VOSviewer, Yet Another Keyword Extractor text mining method. On the basis of empirical data, a multistage algorithm was proposed to the formation of a specific scientific and technological field collection of publications in bibliometric databases.

Preparation of scientific publications includes transaction costs as an integral part. The aim of the work was to analyze the changes over the past 50 years in transaction costs in the publication process and the impact of these costs on the results of publication activities. The article discusses the changes that have taken place in the procedure for choosing a publishing house, methods of the manuscript design, translation of the text, compiling a list of references, interaction with publishers and other issues of preparing scientific publications. It is shown that the reduction of transaction costs is one of the most important ways to increase the scientific and publication activity of teachers and researchers.

The article purpose was to determine the place of modern higher education in the structure of the global innovative space, considering the preservation of itself as a national identification center, which required understanding and formalization of its new mission for conditions of high geo-economic instability caused by the processes of deglobalization in the world economy.
As a research methodology, the work uses a nonlinear method synthesizing systemic and evolutionary approaches. This allows, on the one hand, to determine the place of higher education in the structure of the global innovation space. On the other hand, to reflect the qualitative, evolutionary transformations taking place in it against the background of increasing destabilization within this broader system, respectively, to show the evolution the missions of the higher school under the influence of the changes that have arisen.
An important result of the research was the definition of a new mission of the higher school, which consists not only in its acquisition of subjectivity in the creation and promotion of innovations at the global level, but also in its formation as a sovereign (independent) center of national identity with a certain share of its own supranational influence on the world innovation space, including in terms of eliminating the global innovation separation.

The article is devoted to the issues of creating a barrier-free environment for free circulation in the intellectual property market of the post-Soviet countries, which today is in a depressing state. One of the factors of its successful functioning is the unification of the regulatory framework, the creation of a single market principle, and the coordination of the work of patent offices. The purpose of the study is to establish the specifics of the work of the patent offices of the Commonwealth of Independent States to ensure adequate mutual protection of intellectual property, including with countries that are not part of the Eurasian Economic Union, but with which the economic and cultural relationships that have been established for decades are maintained. The analysis of organizational management structures in the field of intellectual property in the CIS countries has shown that along with the general principles of their work, there are numerous features of their activities. The main research method was structural-logical and comparative analysis. Common features are identified, positive experience is generalized, typical shortcomings of both organizational structures as a whole and individual structural units are noted. The place of patent offices in the general system of public administration is determined. The specifics of performing functions, the composition of which differs significantly in different countries, are disclosed. The features of interaction with patent offices are determined. Recommendations for improving the structures and the standard structure of the patent office are proposed.
