Abstract

There has been completed an evaluation of the share of internationalized publications written by Russian scientists in 2014. It was demonstrated that no more than 8–10% of scientific publications written by Russian scientists, indexed in the National index of scientific citation, were reflected in international bibliometric data bases Web of Science and Scopus and only half of those were cited in the first three years after publication. The share of domestic publications, accessible to international scientific community is estimated in 5%.Based on the presented data, it was assumed that self-isolation of Russian science is progressing. It is was noted, that in circumstances when 95% of publications by Russian scientists remain inaccessible to an international scientific community and when there is no feedback received in the form of citations of presented outcomes, evaluating correspondence of the latter to international standards of research is significantly difficult. In order to identify the scientific capacity of Russian scientists, and to see how it is matching international frontlines of research, it is suggested to use methods of linguistic and semantic analysis on the basis of Exactus Expert system.

Abstract

The article explored outcomes of optimizing a network of dissertation councils in Russia in the period between 2013 and 2015 years. The subject structure of world science was compared with anticipated after optimization disciplinary structure of highly qualified Russian scientific personnel body. To make the comparison completed, there was evaluated the gravity of publication flow volume per certain subjects in data bases like Web of Science and the contribution of certain related areas in forming research frontlines according to data of Essential Science Indicators. It was factually proven that project's realization contributes to the process of balancing out the structure of reproduced body of highly qualified personnel in Russia and of the world's science subject structure. In addition to that, it was noted that by the end of 2015 year Russia will witness a groundlessly low share of dissertation councils in medicine and similarly groundlessly in the context of global science development trends a high share of councils in economics sciences.

Abstract

The article presents an economic analysis of expenses for patenting and by using leading technical universities as an example, it demonstrates the lack of economic practicability of patent activity in a situation, when only 6–12% of patents for inventions can be supported. There are recommendations offered on how to utilize intellectual property in a scientific organization. There are methodic approaches described for making informed decisions about legal protection of research and development outcomes. Using «photonics» sub-industry as a reference, there was a publication and patent analysis presented for developing research areas in Russia and in the world. It is graphically shown, that competitive scientific-technological capacities, which are recently created and which allow Russia to remain as one of the world scientific leaders in the area, are not supported by patenting activity, and this can ultimately force Russia out from the group of key new technological markets, which we see are being formed today.

Abstract

The article aims to explore innovative international practice for advancing the mechanisms of distributing grant funding. Authors analyze a practical case study of successful implementation of innovative vouchers overseas, and draw parallels with regard to already formed institutes in Russia, corresponding with foreign in terms of their functional. Possible mechanisms for implementing successful foreign practices of utilizing innovative vouchers in Russia were studied in this article. On the basis of conducted analysis authors evaluate perspectives of implementing the suggested scheme in Russia.

Abstract

The article analyses results of a national massif of publications on social sciences, indexed in Web of Science and Scopus data bases. There were discrepancies revealed between structures of global and national publication flows, multidirectionality in forming vectors of research agenda in Russia and in the world. The probability of reaching rates of publication activity in 2015, set by the President's Decree, representatives of majority of sociological disciplines is estimated as exceptionally low. It is recommended to update the research agenda of domestic scientists in accordance with international trends in developing scientific knowledge. It is suggested to use international bibliometric data bases to identify current trends on the basis of a trend with «medicination» of sociological research.

Abstract

The article presents a scientometrical and patent analysis of a new perspective scientific area called «optogenetics» with the usage of bibliometric data bases Web of Science and Scopus, as well as other analytical tools such as Essential Science Indicators SM (ESI), SciVal Spotlight, Orbit. There is identified a currently formed structure of scientific communities — drivers of development in this area. There is suggested a plan of actions directed on development of optogenetics in Russia with consideration of country opportunities.

Abstract

Both Chinese and Russian nano technology fields were created with an active involvement of State Institutes. Russian and Chinese nano technology fields share a series of general common traits as well as certain issues. On the basis of empirical data this article will characterize the measures used in China for stimulating the development of nano technology sector and the sphere of nano research, which efficiency is rather questionable. This is so-called no-go theorems, pointing the direction which shouldn't be followed (at least using the same method) for developing nano technologies in Russia.
