The role of universities in modern socio-economic systems of states is undergoing significant changes and involves the actualization of approaches to defining the functions of educational organizations. At the same time, university startups are viewed as the most dynamic elements of regional economies, capable of creating export-oriented science-intensive products and new high-tech jobs. Transformation and development of regional entrepreneurial ecosystems using as a trigger for academic entrepreneurship of universities to stimulate the powers of the subjects of the federation of the process of formation of start-ups by universities in cooperation with local or global enterprises of the real sector of the economy.
The study aimed to analyze the factors that stimulate and hinder technological entrepreneurship in regional universities in Russia. A review of the approaches used in the world’s leading universities, creating successful entrepreneurial ecosystems, is carried out, the key factors that determine the productivity of such ecosystems are highlighted. It is noted that in most constituent entities of the Russian Federation, it is not possible to implement a set of basic factors that contribute to the involvement of RIA in the regional economy, including in local universities, as well as in horizontal network interaction of startups founded by graduates or employees of regional universities.
The functions for the university’s management of the transformation of regional ecosystems in entrepreneurial universities and the formation of university ecosystems are proposed.

The publication activity of research teams and scientists is determined by the number and quality of scientific publications for a certain period of time. Recently, the country has been taking active measures to increase publication activity. The purpose of this work was to study and analyze changes in factors affecting the publication activity of researchers and teachers and to identify the main trends in this process. The following issues were considered: assessment of the publication activity of researchers; trends in the development of the journal and publishing industry; changes in the requirements for papers and their writing. As a result, the main trends in changes in factors influencing the publication activity of researchers and lecturers were identified.

The purpose of the article is to substantiate how to solve the problem set by the President of Russia to achieve sovereignty in the development and production of electronics and electronic component base. The Government developed methods for achieving this goal and approved by the Strategy for the Development of the Electronic Industry until 2030. The most powerful and dynamically developing competitor of domestic electronics in China, therefore, it is advisable to consider the development of domestic electronics, having isomorphic processes at individual enterprises and in electronics in China as a scale line. Now a bottleneck in the development of domestic electronics has emerged – this is the lack of proactive and duplicate funding for breakthrough technologies. The article presents an asymmetric version of the response to the total and increasing Western sanctions, the main element of which should be non-monetary investment certificates.

The purpose of this study is to analyse the modern requirements for the teaching staff. The article examines the regulatory requirements for various positions of the teaching staff, analyses 338 vacancies of Russian universities on one of the largest job search sites and the most relevant domestic and foreign research on this topic. The methodological basis of the study is the results of monitoring and analysis of regulatory requirements for the teaching staff and current research on the designated topic, as well as the results of content analysis of current vacancies for 35 qualification and competency requirements, depending on the position on the search site work “hh.ru”. As a result of the study, the author was able to identify the most relevant requirements of various stakeholders to the teaching staff. The results of the study can be used by university leaders to improve activities related to assessing the quality of employees, by candidates for faculty positions in order to identify individual points of growth, and can also serve as a basis for further research in this area.

An overview of the most common and proven in world practice types of budgetary support for the venture industry, including the creation of venture capital funds, is carried out. The Russian experience of state support for the venture capital sector is analyzed, and a positive assessment of the work of closed-end mutual investment funds created by RVC in 2007–2009 is given. The principles for the formation of mechanisms for increasing the venture activity of state institutions, particularly state programs for creating venture capital funds, have been formulated. It is shown that the funds of specialized venture funds can become a decisive factor in supporting startups at the expense of budgetary funds and lead to the organization of additional high-tech jobs, equal spatial economic development of the country, and the achievement of other social goals.
